The Project Development Platform provides pre-construction and development support to NECA-IBEW contractors and their partners. We help high-road construction projects navigate from early-stage opportunity identification through entitlement, financing, and execution. Our mission is to advance project opportunities that strengthen communities and grow the organized electrical industry.
How We Work
The Project Development Platform supports the development, financing, and insurance, and execution of projects of all types and sizes for NECA-IBEW contractors and their partners. We work with a deep network of best-in-class partners to deliver comprehensive pre-construction and development support — bringing the right expertise to each project as it’s needed.
Our work spans clean energy, infrastructure, and high-performance buildings. We engage early — often at the stage where an opportunity needs to be shaped before it can be built — and stay involved through financing, design, and execution.
Every engagement draws on more than a decade of experience in project finance, energy policy, and high-road Building Trades relationships. We focus on projects where the organized electrical industry can lead. We engage selectively, focusing on the early-stage development opportunities where PDP and IBEW-NECA can add catalytic value.
Beyond individual projects, the Project Development Platform tracks emerging opportunities across clean energy, infrastructure, and high-performance building markets — identifying where NECA-IBEW affiliates are well positioned to lead and connecting them with the partnerships and resources to do so.
Program Leadership
The Project Development Platform is led by Ramsay Stevens, whose work spans project development, high-road community and economic development policy, and market development for the International Brotherhood of Electrical Workers and National Electrical Contractors Association (IBEW–NECA).
In addition to directing PDP, he serves as Clean Energy Advisor to IBEW–NECA of Greater Boston, one of the country’s leading IBEW Locals and NECA Chapters and a significant center of labor and clean energy leadership. He also advises Heartland Capital Strategies, a nonprofit advancing high-road capital market practices and supporting Taft-Hartley aligned investment professionals in their stewardship of labor’s capital.
His work focuses on helping IBEW Members, NECA Contractors, and their Building Trades partners expand their impact across clean energy, infrastructure, and high-performance building markets.
